A recent report allegedly from the White House on anonymity and law
enforcement :


A quick skim shows that first issues they're concerned about are
still ones of reputation, accountability, and regulatory arbitrage --
stock tips posted to Yahoo!, anonymous bomb threats, physical separation
of crime and criminal, etc.  

In section A.2 there's a note that "storage linked to an individual" can
be used to aid prosecution. Then later the issues of libel and kiddie porn
come up, but they don't seem to be explicitly tied to anonymous long-term
