Notes that in previous distributed MIXes, the way in which a message is
sent to participating servers isn't well specified. Suggests sending to
randomly chosen subsets of MIX servers. Then applies techniques that look
like proactive security (although they don't explicitly mention this) to
distribute decryption keys for each MIX.
