Freshmeat Announcement:

"Blocks is an anonymous distributed file transfer system which is substantially
different from Freenet and GNUTella in a number of ways: Transferred files are
split into 64k blocks of data. Searches are not broadcast; your client
maintains a list of files available on the network. Data blocks are routed from
server to server, instead of point to point. Blocks uses a large, encrypted,
disk-bound cache. Network connections are protected by a 128bit cipher.  Blocks
networks can be either public or private. Blocks supports bandwidth throttling,
allowing the program to be minimally invasive on system resources."
