Summary: ARC: drawing error when modifiing the stop angle

Initial Comment:
Modifiing the stop angle of an arc is buggy.

To reproduce:
* create an arc with an start angle different from zero
* try to modify the stop angle of the arc
--> the stop angle of the arc is not at the mouse pointer.
The difference seems to be the start angle:

e.g:
arc with -45° start angle and +90° stop angle
if you catch the stop angle and move the mouse to 180°
the arc is only drawn to 135°.

my guess: a forgotten start angle adding in the code
