Initial Comment:
Two signs were wrong in o_arc.c, for drawing a dotted arc. This code path wasn't commonly encountered, as it only occurs when the angle between dots is too small to resolve in integer degrees.

Attached patch fixes the sign errors, and also cleans up some superfluous (double) and (int) casting in the test.
