Initial Comment:
My titleblocks contain some visible attributes like title, author, filename and data. See my gedasymbols section (http://www.gedasymbols.org/user/kai_martin_knaak/symbols/titleblock/title-A4-2.sym)
If I configure my gschemrc to include one of these titleblocks in a new page by default, the attributes won't be promoted. However, the attributes are okay, if I  include the titlepage with the ordinary add component action. 

If I remember correctly, this used to work in previous versions of gschem.
