    Cleanup of libgeda o_attrib_get_name_value().
    
    Rewrote o_attrib_get_name_value(): it now has support for UTF-8
    attribute strings ; plus it can return only the name or the value or
    both name and value.
    
    Finally adapted code wherever it can benefits this new feature.
