Summary: Per-directory component library contexts

Initial Comment:
At the moment, a single component library context is used for all schematics being edited.  It would be nice for each directory to use a separate component library contexts, so that libraries added by one project's configuration files do not override the libraries of schematics from a totally different project that just happen to be opened in the same gschem session.
