Summary: BOM/BOM2 should use refdes in title line

Initial Comment:
The output of the BOM and BOM2 netlisters begins with a title line.  This line starts with the sort key "package" followed by the list of attributes the user has specified in the attribs file.

In fact, the file is organized by refdes and in order to not confuse users the sort key should be labeled "refdes".
