gEDA-bug: [Bug 707747] Re: [ctrl-a] does not select hidden objects.
No. Behaviour is intentional; it acts exactly the same as sweeping a
box selection over the whole design. This is to avoid unintentional
destructive modification of invisible objects. Use "show invisible"
followed by "select all" if you want to include invisible objects.

Title:
[ctrl-a] does not select hidden objects.
Status in GPL Electronic Design Automation tools:
Opinion
Bug description:
In gschem the new accel key [ctrl-a] does not select hidden objects.
This is not, what is intuitively expected. "Select-all" should really
select all -- not "all, except for some, which happen to fullfill a
requirement".
Some use cases, that would benefit from including all objects:
1) Move all artwork away from the boundary of the canvas. This is
frequently needed in symbol edit mode.
2) Catch items that were accidently moved beyond the boundary of the
canvas.
3) Delete all, to start from scratch with an empty canvas.
