Summary: (reset-component-library) problem

Initial Comment:
(reset-component-library) does not work if placed in 
gafrc config file. If it is in gschemrc then it works 
fine.

Test:
1. Create a project directory 
2. Create gafrc file containing only one line: 
(reset-component-library)
3. Start gschem and try to add some components from 
any library.
4. Quit gschem and rename gafrc to gschemrc
5. Start gschem again and see that no libraries are 
available to add new components

Should be:
There should be no libraries in both cases

This happens for both project and user config files.
