Bug description:
  Traditionally, gschem complains in the log window if a project file
  does not contain a gafrc or a gschemrc file.

  e.g.:
  ÂÂÂUnable to parse config from [./gschemrc]: No such file or directory

  This irritates newbies, because it looks like an error which should be
  fixed. Depending on the needs of the project, it might be perectly
  acceptable to have no localized config files.

  Suggestion: Don't emit the warning.
