Summary: Select component filter should be case-insensitive

Initial Comment:
At present the Filter: field in the Select Component dialog is applied exactly to the components.  It would be better to apply it case-insensitively.

For example, I searched for "ICL7660" and found no matches, so I created my own ICL7660 symbol.  Later, I discovered that there is 
a symbol for this component in "misc", but it is called icl7660 in lower case.
