gEDA-bug: [Bug 710587] Re: gschem reports: "Config file already loaded"

As a user, I don't care how often gschem considers to reread a config file. A note, which files were actually read in,  is plenty enough. The "already loaded" lines seem like debugging output to me. It confused some of my students into thinking, that something was wrong with their set-up. So yes, I do think that silent skipping by default would be better. This is the kind of notes I'd expect to receive with --verbose in effect.

  With current git-head I get warnings about already read config files
  in the log window. No other symptoms.
