Initial Comment:
MinGW needs the -no-undefined libtool flag in order to build libgeda as a DLL. However, the logic that set this flag was lost after the build system reorganization.

In line with the modular approach for configure.ac, I moved the original mingw test to a macro in a new geda-mingw.m4 file.

As this code was originally checked-in by Ales, I placed his name on the copyright notice.

This patch is also available on the set-mingw-flags branch of git://repo.or.cz/geda-gaf/cesar.git
