	Yes there is a way to do exactly what you want:

1) Place the title block somewhere
2) Select the title block 
3) Go to the Edit Menu and pick "Lock"
4) Titleblock should immediately unselect and you can no longer select it
   with a single click.

	However, if you ever want to move a locked object, just select it
with the selection box.
