Either option alone didn't help: make entered the doc dir anyway and 
consequently hits the error.

With both options turned on, I got some native latex output that 
complained about missing epsf.tex. After I installed Debians package 
texlive-generic-recommended everything was fine. Even if configured 
without any option. Now I've got pcb-cvs up and running :-)

Maybe configure should include a check for epsf.tex .
