That's Pulsar's special coated paper.  It's coated with a Dextrin mix,
which is water soluble, so the paper just floats off after a few
minutes of soaking.

In theory, you can make water soluble paper with a 1/4 strength
gelatin mix - make the mix, coat the paper on one side, let it dry.
