In this case, the PVSS and PVDD are only for the phase locked loop.
I'm assuming it draws very little power and needs an isolated clean
supply.

But like I said, mostly I was just doing what the manufacturer said to
do.  It seemed odd but I didn't want to have to do it twice ;-)
