Changes---
1. fix const portability bug, in response to several bug
reports.
2. Parameter expression evaluation improvements.
Scoping of variables should be correct now.
3. Verilog and Spectre mode improvements.
There was a bug introduced 06-11 which often caused
it to not work with files, but it did work interactively.
The bug was in code to skip the spice title line, but
it had other consequences in some cases.
