Thanks!  It must be a SO28:

"Small outline SMT packages with more than 20 50 mil spaced pins and 300 mil
total width are called SOn."

But the .65mm spacing doesn't work:

"Metric shrink small outline SMT packages with 0.65 mm spaced pins and 323 mil
total width are called MSSOPn. NOTE: To be confirmed."

sch2pcb produces:

"U7: can't find PCB element for footprint MSSOP28 (value=unknown)"
