Nope. Elements only have pins, pins are always plated. The best you
can do is specify a pin with a drill bigger than the mask or copper,
hoping that the fab house does the right thing with it. I don't know
what DRC would do with it, though.
Plus, most places charge extra for unplated holes anyway.
