PCB already has a vendor file, we can certainly expand it.

Unless you have a compelling reason for choosing XML over some other
format, this isn't going to happen.  For PCB, we're more likely to
switch to the resource format (ala pcb-menu.res), which is
significantly easier to parse and work with internally.
