Most likely from 
    /usr/local/share/pcblib-newlib 
(The default location for pcb from git is /usr/local )

You can configure a list of directories for the footprints in 
   file -> Preferences -> Library

This list understands some of the special characters gknown from 
the shell. My footprint search path looks like this:
   ~/geda/footprints:/usr/local/lib/luciani:./packages:.
