You can make whatever shape you want, as long as you and your fab
agree on how to tell them what the shape is.  If you rename one of
your drawing layers "outline" then PCB treats it somewhat special,
including making the "outline" gerber more appropriate for that and
using that layer as the outline for the postscript plots and the
fabrication drawings.

That doesn't stop you from placing stuff outside the outline of the
board, though.
