gEDA-user: geda/pcb for windows download links

Triggered by the recent thread on running geda apps under cygwin I put 
packages for download on my wiki at Hannover university. The packages 
were kindly provided by Peter Baxendale (cygwin) and Cesar (cross 
compile).
