I've specifically focused on Windows support *with* mingw. This gets
me a Windows "native" binary so is much easier to install by an installer
and its behavior is consistent with normal Windows programs. The mingw.txt
file in the source distribution gives build instructions.

You do need Cygwin *and* mingw to compile it. The instructions explain
what is going on here.

If you really want a Cygwin binary, the biggest obstacle will be the
poor DLL support, as Icarus Verilog does a lot of dynamic loading of
object files.
