In my working version of pcb, the scrollwheel zooms in and out,
right-mouse drags the board, and ctrl-right-mouse pans (i.e. grabs
both scrollbars simultaneously).

After all, what's the point of having a vertical scroll wheel without
a horizontal scroll wheel?

I haven't reconciled this with the right-click popup menu yet, but I
really like the zoom-pan-mouse setup.
