Polygons are always filled in PCB. PCB doesn't have a polyline
primitive.
I believe the common way is to use lines, although I vaguely recall that
some fabs might accept a solid polygon region to define the board.

You probably have "Auto-enforce DRC" switched on in the settings menu.
Switch it off, and you can start lines anywhere.
