I'm thinking it's a good combination of "least surprise" and "easy to
code".

The tricky part is defining what happens when you've got line ends
within the pad also.  Do we snap to those line ends too?  Or have the
user hide the pads to do that?  Or perhaps "shift" toggles the way
snapping works?
