gEDA-user: some arcs don't transform correctly when flipped

This week I worked full time with gschem and pcb. A few more bugs and non 
features surfaced. I'll continue to report them one by one.

pcb bug: Some arcs don't transform correctly when flipped left to right. 

To reproduce:
  1) Draw an 90° arc east to south.
  2) Do a left-right-flip ([shift-tab]). The arc transforms into  south-
east to south-west instead of south to east.
