gEDA-user: pcb non-feature: Preference dialog mixes preferences with parameters of the current document

Currently, the preferences dialog contains parameters of the current 
layout in addition to global values that are saved in ~/.pcb/preferences .
IMHO the GUI should reflect whether a setting is a property of the layout 
or a global configuration of pcb. Suggestion: Add a dialog "settings" 
that contains all parameters that are saved with the *.pcb file.
