libevent-2.1-6 contains only libevent-2.1.so.6.0.2 [1], while you need
at least libeevent_core and libevent_openssl, so you need to install
them and do not forget the headers, and the easiest way to do this is
to install libevent-dev (it has all components in dependencies [2]):
apt-get install libevent-dev=2.1.8-stable-4build1
