I've seen people build projects that need Libevent for iOS targets, so
I assume it's possible.

I did a quick search online for open source projects doing this, and
there seem to be a few examples. Try looking at how the
"iOS-onionbrowser" and "transmission-ios" ports build libevent, or how
they suggest that you build libevent.

If you come up with instructions for how to do it, please let the list
know what you found?
