What about the Lucasarts games of day gone by, such as DOTT? They use the
same basic verb + noun concept but its implemented as a PnC. If you wanted
to allow less generic input you can follow Leisure Suit Larry 7s lead and
have a 'special' button which gives you a textbox in which you can use your
own verbs. It's also more flexible as you can you can then allow more than
one noun

i.e. Use Goat Stools with Cheap cologne

TBH this is more of an adventure game system but could easily form an
RPG/Adventure which can allow you to develop the stroy very well...
