I spent a LOT of time this morning/afternoon writing up the Vote Tally spec and laying out
the project for the moderation system, etc. in Power Steering.  So PLEASE, check out the
spec, and examine the outline of the "Global Moderation System" project... I added some as
team members, placed some tasks with some of you assigned, etc.
