article.php3 & html tags

will article.php3 auto htmlize URI's or will it need to be stored that way
in the DB?

Ie: does the php3 page convert on the fly:

http://www.winehq.org/ to <a
href="http://www.winehq.org/">www.winehq.org</a>

and:

aturner@linuxkb.org to <a
href="mailto:aturner@linuxkb.org">aturner@linuxkb.org</a>

or does it need to be stored this way in the DB?  I prefer it does it on
the fly.
