CVS & Passwords

CVS modules devel and main are now working properly, except for the broken
unix mail, and security could probably use a boost.  I will continue looking 
into CVS security and let you know.

Your CVS passwords should be the same as before, except I dropped any user
not on vodka.  If you need added, let me know.
