Got ht://dig working for the list archives.  I plan to clean it up some
(add custom header/footer for better naviagtion) but it's quite
functional.

I also fixed Apache & the cgi-bin directories.  Small problem of cgi's not
being executed. :-)

I'm curious what happened to MOT though.  Jason I remember you talking
about doing something yourself that was more tailored to our needs?
