CVS Error

I keep getting the following error:

syntax@vodka:/home/syntax/cvstemp> cvs login
(Logging in to syntax@localhost)
CVS password: 
cvs [login aborted]: connect to localhost:2401 failed: Connection refused

I am not sure why it is doing this, as the hosts.allow seems to allow it and
I added it to the inetd.conf.  Any ideas?

Windows NT - Growing at 1/20th the rate of Linux, and 1/2 the rate of MacOS.
Perhaps there's a reason?
