No, they have to be rwxrwxr-x, group cvs.  If they are rwxr-xr-x only the
owner will be able to commit and we will have total heck with CVS.

I am hesitant to have cvs always set cgi-bin files up like this, just in case
we need to put something in there non-executable.  I'll fix this file and
check things out, I thought there was a cvs admin command to set things
executable...
