Floating Links

I fixed the "floating" links title problem on the side bar... but as a
result... it broke the alignment of the categories bar on the bottom with
the bottom of the Links side bar.  I'm contemplating a better way to
display that stuff... so ignore the inconsistancies for now.

Also, for those of you who haven't noticed, I did add the category type
field to "Categories" and added a new table "Category Types" which
Categories will reference the ID's of for it's category types.  For now,
there are only two... "Category" and "Application".  I put the table in
place with the idea that down the road we'd add other types, and build
more of a tree type view into everything... and thus be able to pull
related links, etc. into one common format... would speed things up I
believe.

But... that's later... not now :)
