Sorry for the late reply, this weekend has not been going smoothly.

This occurs whenever the commitscript starts running before the commit is
complete.  It seems to occur any time your commit takes longer than 2 seconds
and the #cvs.lock file is not set.  I need to change my scripts to look at
something else, perhaps the pid of the parent cvs commit, before executing.

I will continue working on this problem, in the meantime, please use the fix
as aturner suggested.
