How does one do a static PHP3 page but not use PHP3?  Once you use the
PHP3->HTML interpreter you've incurred a performance hit, yes?

That's how I invisioned it as well.

Works the exactly same way in mod_perl, except writing it in PHP you write
it in Perl.  Of course we all know the lowest load way to do this is with
frames; bypassing the whole re-formatting thing, but I'm just trolling.
