updated perl scripts

cmdschedule.pl and db_cache.pl now both require a -s option (www, tst,
dev).  This option selects the correct DB instance for each
server.  Currently only www and dev are implimented. I've updated the
crontab entries on yukon and vodka for db_cache.pl, but since
cmdschedule.pl isn't running yet I haven't done anything with that.
