New servers are running

http://tst.linuxkb.org:82/

are both working as well as I can tell.  I haven't turned off dev and tst
from the main server, so if you detect any problems you can still use
that.  Please try these out and let me know on way or another.  Thanks.

Once I get a few people to write off on this, I'll turn off dev and tst
from the main server and make them http-redirects to the new servers.
