Because how many of us are going to actually code on cran or the new
production box?  None I expect.  We're all going to be running XEmacs (or
vi if you're screwy in the head ;-) on our local machines.  It's a pain in
the butt to login to a remote machine, check it out, download it to your
local box, edit, copy it back, and check it back in.  I'd like to combine
the download/CVS part into one step.
