To use scp, you need ssh, which needs a vaild shell, which means unless we
to to great lengths, they have a shell account on the system.  Personally,
I'd rather just use one of those cool web interface thingys, unless we
plan on giving out shell accounts.  For the most part, I think web space
and shell accounts will be the exception rather than the rule.  Most
people who have the skills we're after already have this sort of thing and
don't need another one.

But, we can cross that bridge when we get there.
