Log Message:
Move all specification files into a separate directory to keep them
together; rework the specification to be more RFCish; admit that it
hasn't been LaTeX for a long time.

I haven't really touched E2E spec, other than to move some of the open
issues there and indent it 3 spaces.

We still need a lot more exposition and reworking on the specification
before we can call it readable.  For instance, it seems to assume you
know how crossover points work, and why we have our 2-header
structure.

I've broken the serverdesc and directory parts into a new dir-spec,
and added a new path-spec.  I'm leaving nym-spec in place, since I
haven't looked at it in ages.
