Arg.  It looks like I zapped emacs on my mac in such a way that it no
longer plays happily with CVS.

Basically, this patch just contains a first cut at implementing all of
the stuff in my last "end-to-end mixminion" email.

This includes:
	- Real stateless reply blocks
	- End-to-end encryption on replies
	- Payload integrity checking.
	- Payload sizing
	- Payload compression
	- End-to-end encryption on forward messages to users with 
	  observable exit nodes.
	- Unified tag system
	- Ability to decode incoming messages.

All that's missing is:
	- Tests for the new functionality (RSN!)
	- Revised exit-node behavior (RSN!)
	- K-of-N (not for 0.0.1)
